Process of DGFT Registration for Restricted Items import & Export

1.  Register on DGFT Portal
Log in to DGFT portal (dgft.gov.in) and navigate to Services > Import Management System > Import License for Restricted Items.Active IEC: Your Importer-Exporter Code must be linked to your profile on the DGFT portal.
DSC: A Digital Signature Certificate is mandatory for signing the application.

2.  Identify Restricted Item & HS Code
  • Check whether your product falls under the “Restricted” category
  • Identify the correct HS Code (ITC-HS Code) for the item
3.  Fill Application Form (ANF)
  • Submit the relevant ANF (Application Form Number)
  • Provide complete details of the product, quantity, and purpose
4.  Application Review & Verification
  • DGFT examines the application
  • May consult other ministries/departments 
5.  Post-Approval
Use the authorisation at customs for clearance; revalidate for 6 months on merits if needed.

Processing Time: Usually takes 15 to 60 working days. If there are "deficiencies" (missing info), the DGFT will issue a query that you must answer within 30 days.
License Validity: Once issued, the authorization is typically valid for 18 months (though some items like IT hardware may have shorter, specific windows).

  1. Export- For each application for the issuing of the authorization, a thousand rupee registration fee must be paid electronically using the online system.
  2. Import- For each application for the issuing of the authorization, an electronic registration charge of INR 1 per thousand, subject to a minimum of INR 500/- and a maximum of INR 1 Lakh on the CIF amount of the authorization, must be paid through the online system.
  1. Import- The authorization for restricted imports is good for imports for a period of 18 months after it is issued.
  2. Export- The 24 months that follow the date of granting of the restricted exports authorization are when the authorization is valid for export.
