Annual Compliances for Plastic Waste Authorization
To more effectively implement the Plastic Waste Management Rules and to place a greater emphasis on plastic waste minimization, source segregation, recycling and involving waste pickers, recyclers and waste processors in the collection of plastic waste fractions from households or any other source of generation or intermediate material recovery facility, as well as to adopt the polluter pays principle for implementing the Plastic Waste Management (Amendment) Rules, 2018.
No person shall manufacture carry bags, recycle plastic bags or multi-layered packaging unless the person has obtained a registration from the State Pollution Control Board or the Pollution Control Committee of the Union Territory concerned, as the case may be, prior to the commencement of production, as per rule 13 of the Plastic Waste Management Rules.
Every person who recycles or processes waste or who intends to recycle or process plastic waste, must submit a Form II application to the State Pollution Control Board or the Pollution Control Committee for the grant or renewal of a recycling unit's registration.
Every manufacturer of plastic intended for use as a raw material by the producer must submit a Form III application to the State Pollution Control Board or the Pollution Control Committee of the Union territory concerned for the grant of registration or the renewal of registration.

How to submit Plastic Waste Annual complainces
In 2026, compliance is "certified." You cannot simply claim you recycled; you must possess EPR Certificates generated by registered Plastic Waste Processors (PWPs).
- Validation: Log into the Centralized EPR Portal to "consume" the certificates you purchased from recyclers.
- Surplus/Deficit: If you have a surplus, you can list them for sale on the portal's exchange. If you have a deficit, the 2026 rules allow you to carry forward the shortfall for up to 3 years, provided you fulfill at least 1/3rd of that deficit annually.
- Log in to the CPCB EPR portal under your registered PIBO/PWP account and fill the annual return module with the reconciled data before the prescribed due date (commonly by 30 April or 30 June, depending on category/latest guidelines).
- Where quarterly reports are mandated, ensure that each quarter’s report is filed on time and that the annual return is consistent with the four quarterly submissions.
For Large Quantity Generators or specific industries, an Annual Environment Audit by a "Registered Environmental Auditor" (a role formalized under the 2025 Audit Rules) is now mandatory.

- Annual Processing Fee: Pay the requisite fee based on your waste slab through the portal’s integrated payment gateway.
- Submission: Digitally sign the return (using DSC) and submit. The portal will generate a Compliance Status Report, which serves as your proof of authorization for the year.

Any individual or a business entity engaged in generation, collection, storage, segregation, recycling, trading, processing or disposal of plastic materials is required to obtain a Plastic Waste Management Authorization Certificate from the State Pollution Control Board, if operational in one or two Indian States or the Central Pollution Control Board, if the business is operational in more than two Indian States.
The concerned business owner or the business entity is required to apply online or offline for this certificate. The requisite documents are submitted along with the Government fee, if any, in a prescribed format. Also, the applicant is required to state his business plan and how it helps to reduce the plastic waste or the procedure for collection and recycling of plastic waste. The concerned officer would perform the site inspection and if any query is raised, it is to be suitably handled. After the queries raised by the concerned officer are satisfactorily answered, the Authorization for Plastic Waste management is issued.

There is no Government fee for compliance submissions for Plastic Waste Authorization. An agency hired for this purpose may charge you Rs.5,000 to Rs.10,000 annually for the documentation work.
