Electronic waste (E-Waste) Authorization Compliances
Introduction
As per E-waste Management Rules, 2016, every manufacturer, refurbisher, dismantler, recycler, Consumer, bulk consumer, collection centres, dealers and e-retailers involved in manufacturing, sale, transfer, purchase, collection, storage and processing of e-waste or electrical and electronic equipment listed in Schedule I of E-waste Management Rules, 2016, including their components, consumables, parts and spares which make the product operational, must follow the standards and guidelines prescribed by Central Pollution Control Board (CPCB).
Benefits of E-Waste Authorization Compliances
Holding valid EPR/e waste authorization and meeting targets keeps entities compliant with E Waste (Management) Rules, helping avoid penalties, suspension of authorization and business restrictions.
2. Safe Handling of Hazardous Materials
E-waste contains harmful substances like lead, mercury, and cadmium. Compliance ensures:
- Safe collection and disposal
- Reduced health risks
- Controlled recycling processes
Compliance with e waste rules and EPR obligations strengthens ESG/CSR profile and public image as an environmentally responsible brand.
4. Environmental & Social Responsibility (ESG)
Resource Recovery: Proper e-waste processing allows for the recovery of rare earth metals (Gold, Silver, Palladium, Cobalt). This supports the Circular Economy, reducing your brand's dependence on virgin mining.
5. Economic and resource benefits
- Authorized recycling recovers valuable metals and materials (copper, aluminium, plastics, precious metals), reducing dependence on virgin raw materials and improving resource efficiency.
- A formal e waste ecosystem creates business opportunities and skilled jobs in collection, dismantling and recycling, contributing to the green economy.
Compliance ensures:
- Use of protective equipment (PPE)
- Proper training for workers
- Safe dismantling and recycling practices
How to submit Electronic Waste Management Compliances?
- Producers/Manufacturers/Importers: Must obtain EPR Registration and meet annual recycling targets.
- Recyclers/Refurbishers: Must register to generate and sell EPR Credits to producers.
- Bulk Consumers: Required to ensure their e-waste is handed over only to registered recyclers.
Create an account on the designated e waste / EPR portal (for most authorizations now the CPCB e waste EPR portal, and for some activities SPCB online consent portals) and complete entity profile.
3. Application Scrutiny
- Verify submitted documents
- Check compliance with rules
- Raise queries (if needed)
- Proper collection and segregation of e-waste
- Channelization to authorized recyclers/dismantlers
- Safe storage and transportation
- Use of environmentally sound practices
- File the required periodical returns (typically annual, with some formats requiring more frequent reporting) on the portal, showing target vs actual EPR fulfillment or recycling/refurbishing performance.
- Purchase/claim EPR certificates (where applicable under the current regime) and link them to your obligation year wise on the portal.
- Before expiry (commonly at least 120 days in advance), apply for renewal with a compliance report, past returns, any updated capacities, product ranges or process changes, and revised agreements.
- In case of major changes (merger, new plant, capacity increase, new product categories), file for modification/amendment of authorization/EPR registration instead of waiting for renewal.
