Legal Metrology Packaged Commodity (LMPC) Registration

The Legal Metrology (Packaged Commodities) Rules, 2011

The Legal Metrology (Packaged Commodities) Rules, 2011 are applicable to:

  • The business entities engaged in packaging of commodities of any product/item with quantity of more than 25 kg or 25 litres.
  • The business entities operational in packaging of commodities for the use of industrial consumers or institutional consumers.
  • The institutional consumer means the institutional consumers such as transportation, Airways, Railways, Hotels, Hospitals or any other service institutions which buy packaged commodities directly from the manufacturer for use by that institution.
  • The industrial Consumer means the industrial consumer who buys packaged commodities from the manufacturer for its own usage

Declarations to be made on every package

The packaging of every pack of any product or item is required to have a label securely affixed  with a simple declaration made in accordance with the provisions of the LMPC Rules.

  • The name and address of the manufacturer, or packer, if manufacturer is not the packer is to be displayed prominently.
  • The packaging should contain the common use names of the commodity contained in the package, along with the quantity of products.
  • The packaging should be mentioning the net quantity on the package, the source of origin such as manufactured/seller, along with the number of items contained
  • The packaging need to mention the month and year of manufacturing or packaging of the said item.

Process of Legal Metrology Packaged Commodity (LMPC) Registration

1.  Portal Registration
  • Visit the respective State Legal Metrology Portal (e.g., e-Maap for many states) or the National Single Window System (NSWS).
  • Create a user ID using your business email and mobile number.
  • Form LM-I: Used by importers.
  • Form LM-A: Used by manufacturers and packers.
  • In some cases, authorities may inspect the premises
  • Check labeling, packaging compliance, and infrastructure
2.  Grant of Certificate
  • Once approved, the LMPC Certificate (Registration Certificate) is issued digitally.
  • You can download the PDF from your dashboard. The certificate is typically valid for 1 to 5 years, depending on the state or central authority.

3.  Grant of LMPC Registration Certificate
  • Upon successful verification, LMPC Certificate is issued
  • It athorizes the business to deal in packaged commodities

  • GST Registration Certificate
  • Import Export Code (IEC)
  • Rent/Lease Agreement
  • Aadhar card & PAN Card of the authorized signatory
  • Aadhaar Card
  • Latest Electricity Bill / Utility Bill
  • NOC from the owner
