The Gram Panchayat Ground Water Sub-Committee, Block Panchayat Ground Water Management Committee, Municipal Water Management Committee, and District Ground Water Management Council are mandated to convene meetings after every thirty days while the Uttar Pradesh State Water Management and Regulatory Authority is mandated to hold meetings after every ninety days.

Application procedure for Registration of Bore Wells in Notified and Non- notified Areas

Any existing bore well for ground water abstraction by commercial, industrial, infrastructural or bulk user in notified and non-notified area is to be registered with the Uttar Pradesh State Water Management and Regulatory Authority within ninety days of the date of coming into force the Uttar Pradesh Ground Water (Management and Regulation) Act, 2019. The registration for the bore well is to done by moving an application in Form 1 (A) to the District Ground Water Management Council.

 Any existing bore well for ground water abstraction by commercial, industrial, infrastructural or bulk user in notified and non-notified area and having a valid NOC from Central Ground Water Authority (CGWA) or from the water department of the State Government, has to apply to the District Ground Water Management Council, in Form 1 (B) within six months of the date of coming into force the Uttar Pradesh Ground Water (Management and Regulation) Act, 2019.

Any existing bore well for ground water abstraction for domestic or agricultural use, having a well in their premises or in the agricultural land holding is to be registered by making an application in Form 1 (C) to the Block Panchayat Ground Water Management Committee or the  Municipal Water Management Committee, within six months of the date of coming into force the Uttar Pradesh Ground Water (Management and Regulation) Act, 2019. Every future boring of the bore well is to be registered with the Block Panchayat Ground Water Management Committee or the Municipal Water Management Committee, prior to the drilling of the well. For more than one wells, separate applications are to be submitted. All the applications are to be submitted online. 

Procedure for modification of the registered well

If an entity which has a registered well for ground water abstraction by commercial, industrial, infrastructural or bulk user in the notified area and wants to make modifications or alterations in the well is to apply to Uttar Pradesh State Water Management and Regulatory Authority by making an application in Form 2 (A) to its respective District Ground Water Management Council.  If an entity which has a registered well for ground water abstraction by commercial, industrial, infrastructural or bulk user in the non-notified area and wants to make modifications or alterations in the well is by making an application in Form 2 (B) to its respective District Ground Water Management Council, along with the payment of Government fees.

Conditions for registration of New or existing bore well

  1. Every user of the ground water is required to install water meters at outlet of pumping devices so that the rate and quantum of ground water extraction could be recorded
  2. The District Ground Water Management Council has the right to stop extraction of ground water from the well due to any quality hazards or any other reasons.
  3. In case of any change of ownership of the existing well thus registered, the user has to obtain a fresh registration .
  4. No change of location, design, rate of withdrawal and pumping device in respect of the existing bore well is permitted without the
  5. prior permission of the  District Ground Water Management Council.
  6. The construction of piezometers and installation of digital water level recorders with telemetry is compulsory for every user. The depth and zone tapped of piezometer is to be same as that of the pumping well. The data, obtained from digital water level recorders are to be submitted online on monthly basis.

Guidelines for Installation of Piezometers and their Monitoring

A Piezometer could be a bore well or tube well which is used only for measuring the water level by lowering the tape, sounder or automatic water level measuring equipment into it. The Piezometer can also be used to take water sample for water quality testing.

The guidelines for installation of piezometers are as following:

  1. The piezometer is to be installed or constructed at the minimum of 50 m distance from the pumping well through which ground water is being withdrawn. The diameter of the piezometer should be about 4" to 6".
  2. The depth of the installed piezometer is required to  be same as that of the pumping well from which ground water is being abstracted. In case more than one piezometers are installed, the second piezometer is to be used for monitoring the shallow ground water regime. This way both shallow as well as deeper ground water aquifer monitoring can be performed.
  3. The measuring frequency from the installed piezometer need to once a month and accuracy of measurement should be up to cm. the reported measurement should be given in meter upto two decimal places.
  4. For measurement of water level, automatic water level recorder (AWLR) or Digital Automatic water level recorder (DWLR) with telemetry system should be used for accuracy.
  5. The measurement of water level in piezometer is to be recorded only after the pumping from the surrounding tube wells has been stopped for about four to six hours.
  6. All the details regarding coordinates, reduced level (with respect to mean level), depth, zone taped and assembly lowered should be provided for bringing the  piezometer into the Hydrograph Monitoring System for Ground Water Department, Uttar Pradesh, and for its validation.
  7. The ground water quality has to be monitored twice in a year during pre-monsoon (May/June) and post-monsoon (October/November) periods.
  8. A Permanent display board should be installed at piezometer/Tube wells site for providing the location, piezometer/ tube well number, depth and zone tapped of piezometer/tube well for standard referencing and identification.
  9. Any other site specific requirement regarding safety and access for measurement may be taken care off.
