The Plastic EPR Rules aims to:
1. Reduce the generation of plastic waste
2. To ensure the plastic waste generated is disposed off in an environmentally sound technique.
3. The importers, manufacturers & Brand Owners of plastic materials are made responsible for the recycling of plastic waste generated by these entities.
4. The Central Pollution Control Board (CPCB) has developed an online mechanism for the management of Plastic Waste.
5. The CPCB allots the quantity of plastic waste to be recycled by the entities generated this waste
6. The CPCB provides online credit points to the recyclers for the plastic waste recycled by them
7. The recyclers are required to upload the sale invoices of the final recycled products sold by them
8. On the basis of these sale invoices & the quantity of plastic waste recycled by them, the CPCB issues credit points to these recyclers.
9. The recyclers may transfer these credit points to those importers, manufacturers & brand owners, to whom the CPCB has issued the plastic recycling targets.
The salient aspects of the Battery EPR Rules are:
1. The Lead acid batteries, Lithium ion batteries, sodium ion batteries come under the ambit of these Battery EPR Rules.
2. The Battery EPR Rules apply to the importers, manufacturers, bulk users & recyclers of batteries.
3. The importers, manufacturers & bulk users of all types of batteries are required to provide their sale / purchase data to the CPCB on an annual / quarterly basis.
4. On the basis of this data, the CPCB allots recycling targets to these importers & manufacturers of new batteries.
5. On the other hand, the CPCB authorizes battery waste recyclers after conducting site inspections of the Battery Recycling facility.
6. The CPCB issues credit points to the Battery waste recyclers, after these recyclers upload their sale invoices for the sale of final products extracted from the battery waste
7. The importers & manufacturers of battery waste, having allotted battery recycling targets, may get these credits from the battery recyclers to fulfil their Battery Recycling Commitment.
The major features of the Electronics EPR are:
1. The technical name of Electronics EPR is Electrical & Electronic Equipment (EEE) EPR.
2. The Electronics EPR applies to computers, laptops, mobile phones, refrigerators, washing machines, TVs, Telecommunication equipment, data storage equipment, house hold electrical items & Medical devices.
3. The importers, manufacturers, bulk users of new electrical & electronic items require EEE EPR
4. The applicants are required to upload the sale / purchase data, of a financial year, on the CPCB Portal
5. On the basis of this data, the CPCB allots recycling targets to these importers & manufacturers of EEE items
6. On the other hand, the recyclers of the electronic waste are provided certifications by the CPCB.
7. The recyclers are required to upload the data, regarding the sale of materials extracted from the E-waste, on the CPCB Portal
8. On the basis of quantity of the finished products sold by the e-waste recyclers get credits points from the CPCB.
9. The importers & manufacturers of EEE items, to whom the recycling targets have been allotted by the CPCB, may approach the e-waste recyclers & buy credits from them
