On February 7, 1975, the Rajasthan Pollution Control Board (RPCB) was established under section 4 of the Water (Prevention and Control of Pollution) Act, 1974, with the goals of preventing, controlling, and maintaining or restoring water wholesomeness. Later, under the requirements of the Air (Prevention and Control of Pollution) Act, 1981, it was also tasked with the responsibility of air pollution prevention, control, and abatement. The Water (Prevention and Control of Pollution) Cess Act of 1977 was enacted to provide financial independence to the State Board.

  • The Rajasthan State Pollution Control Board has been given powers under this legislation to collect Cess on the basis of water consumed by industries and other factors.
  • The passage of the Environment (Protection) Act in 1986 broadened the Board's mandate even further. Because this Act is an umbrella law, different rules for dealing with difficulties in various industries have been created under it. The State Board is in charge of enforcing the laws established under the Environment Protection Act of 1986.
  • The Rajasthan State Pollution Control Board (RSPCB) issues Consents / Authorizations to businesses and industries in Rajasthan to ensure they comply with environmental laws. The Rajasthan State Pollution Control Board (RSPCB) is the State Authority responsible for implementing and enforcing environmental laws.
  • To ensure industries and businesses in Rajasthan comply with these regulations, the RSPCB issues two primary consents, which are often referred to as Pollution Control Board Registrations The Rajasthan State Pollution Control Board (RSPCB) is the key regulatory authority in Rajasthan responsible for controlling, monitoring, and preventing pollution in the state. It functions under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, along with the Environment (Protection) Act, 1986 and other environmental rules notified by the Government of India.

 Establishment and Role of Rajasthan Pollution Control Board

  • Established in 1975, initially under the Water Act.
  • Later entrusted with powers under the Air Act and Environment Protection Act.
  • Works under the administrative control of the Department of Environment, Government of Rajasthan.

Functions of the Rajasthan State Pollution Control Board

  • Make recommendations to the Rajasthan government on any issue relating to the prevention and control of water and air pollution, as well as the improvement of air quality.
  • Through the media, organize consumer awareness initiatives on the prevention and control of air and water pollution, as well as waste management.
  • Collect, compile, and prepare technical and statistical data on contamination of the air and water.
  • Set sewage and trade effluents standards, as well as emission standards for industrial plants, autos, and health care facilities.
  • To assist with the development of new technology for sewage treatment, trade effluent treatment, and control equipment.
  • Consents / Authorizations are issued to industries that fit into several categories, such as Red, Orange, Green, and White.
  • Issuing authorizations to companies and healthcare facilities, which fall under the categories of Bio-Medical Waste Authorization and Hazardous Waste Management.
  • Authorization, Plastic Waste Management, Battery Waste Management, and E-waste Authorization are all topics that need to be addressed.

Why RPCB- Rajasthan Pollution Control Board Compliance is Important?

  • For the formation of new industries or the continuation of established ones.

  • For acquiring a permission from the Municipal Authority or renewing an existing one.
  • To receive a police verification or renew an eating house registration, to obtain a Registration from the Central Ground Water Authority (CGWA).

  • For acquiring an International Trade Registration.

Procedure for Acquiring Rajasthan State Pollution Control Board ( RSPCB) Registration

The Rajasthan State Pollution Control Board (RSPCB) will issue Consent to establish within a stipulated time, and the validity period of the Consent will be 3 to 5 years depending upon the industry category. If the project proponent requires renewal of the Consent, a request must be made at least four months before the expiry of validity.

  • Application and Document Submission

The applicant must fill out an online application for Consent on the MIS page of the Board and deposit the requisite fee. After that, duly-certified documents must be uploaded as per the checklist provided by the RSPCB.

  • Reviewing the application

Once submitted, the application and attached documents are scrutinised by both CTE and CTO, depending on the application stage.

  • Inspection

A site inspection will be scheduled if the Board is satisfied with the application. The inspecting officer visits the site and prepares an inspection report. Field inspection is conducted when the manufacturer is filing for a Consent to operate.

  • Grant of Registration

Decision on granting or rejecting the will be taken in stipulated time subject to submission of complete application and a satisfactory inspection report. CTO will be issued online, and the applicant will be intimated to download the CTO from the website

  • To promote research into and analysis of pollution-related issues, undertake such research, and take part in such research.
  • To implement plans for the training, development of the Laboratory, and infrastructure.
  • To establish guidelines for the handling of waste that is disposed of into a particular stream.
  • Use adequate treated waste on lands for industrial and agricultural and agricultural purposes, and increase the quantity of sewage and industrial waste that is recycled or reused.
