Hazardous Waste Management Authorization
- Waste arising from a factory/manufacturing process in the form of effluents and emissions and containing physical, chemical, biological, reactive, toxic, flammable, explosive and corrosive materials which could cause danger or likely to cause danger to health or environment, is called as hazardous waste.
- Any individual or a business entity engaged in the Generation, Collection, Storage, Transportation, Reception, Reuse, Recycling, Recovery, Pre-processing, Co-processing, Utilizations, Treatment, Disposal and Incineration of Hazardous materials is required to apply for an Authorization certificate from the respective State Pollution Board or Pollution Control Committee.
- Hazardous and Other Wastes (Management and Trans boundary Movement) Rules, 2016 rules have been notified for the management of hazardous and other wastes.
About Hazardous Waste Authorization Certificate
- Every occupier of the facility engaged in handling, generation, collection, storage, packaging, transportation, use, treatment, processing, recycling, recovery, pre-processing, co-processing, utilization, offering for sale, transfer or disposal of the hazardous wastes and other wastes, import of other waste listed in part D of schedule III, is required to make an application for the same to its respective State Pollution Control Authority for the permission to engage in such business activities. This permission from the Pollution Control Authority is called as Hazardous Waste Management Authorization Certificate.
- The Government fee for such an application ranges from Rs.5000 to Rs.10,000, depending on the State under the jurisdiction of which this business activity is to be performed.
- The list of the documents required for application for Hazardous Waste Authorization is provided below in the Documents Required Section.
- The Regional Officer of the Respective Pollution Control Authority marks the application to the concerned field officer for scrutiny, verification and recommendation.
- The cases/applications of authorization applied by a facility outside the state for collection and transportation of hazardous and other waste from the state for recycling and utilization including co-processing, are processed by the Incharge of Waste Management cell in the Head Office.

Hazardous Waste Authorization Process
Company identifies waste as per Schedule I, II, III and calculates annual generation.
Step 2 – Documentation & Data Preparation
Prepare plant details, process flow, waste quantity, storage layout, and tie-up agreements.
Step 3 – Online Application on SPCB Portal
Submit application under Form-1, including all technical and legal documents.
Step 4 – SPCB Scrutiny & Site Inspection
Board reviews documents and conduct a site visit to verify storage, safety measures, and waste-handling practices.
Step 5 – Approval & Authorization Grant
SPCB issues Hazardous Waste Management Authorization valid for 3–5 years (state-specific).

Code Characteristics
H1 Explosive
An explosive substance is a waste, whether solid or liquid and is likely to produce gas by any chemical reaction generating temperature and pressure which may be harmful for the individuals or environment .
H 3 Flammable liquids
Flammable liquids are liquids, or mixtures of liquids, such as paints, varnishes, lacquers, which produce a flammable vapor at temperatures of 60º C.
H 4.1 Flammable solids
Solids, or waste solids, other than those classed as explosives, which may be readily combustible, or may cause fire through friction, during its transportation.
H 4.2 Substances or wastes liable to spontaneous combustion
Substances or wastes which are known for spontaneous heating even at room temperature during the transport, or for heating by coming in contact with air resulting in fire.
H 4.3 Substances or wastes which, in contact with water emit flammable gases
Substances or wastes which, may become spontaneously flammable or produce flammable gases in dangerous quantities.
H 5.1 Oxidizing
Substances or wastes which are not combustible themselves but may contribute to the combustion or other materials by yielding oxygen.
H 5.2 Organic Peroxides
Organic substances or wastes which contain the bivalent-o-o-structure are thermally unstable substances which may undergo exothermic self-accelerating decomposition.
H 6.1 Poisons
Substances or wastes which may cause death or serious injury or harm the human health if swallowed or inhaled or by skin contact.
H 6.2 Infectious substances
Substances or wastes containing viable micro-organisms or their toxins which are known or suspected to cause disease in animals or humans.
H 8 Corrosives
Substances or wastes which, by chemical action, will cause severe damage when in contact with living tissue, or, in the case of leakage, will materially damage, or even destroy, other goods or the means of transport; they may also cause other hazards.
H 10 Liberation of toxic gases in contact with air or water
Substances or wastes which, by interaction with air or water, are liable to give off toxic gases in dangerous quantities.
H 11 Toxic (delayed or chronic)
Substances or wastes which, if they are inhaled or ingested or if they penetrate the skin, may involve delayed or chronic effects, including carcinogenicity).
H 12 Eco-toxic
Substances or wastes which if released, present or may present immediate or delayed adverse impacts to the environment by means of bioaccumulation or toxic effects upon biotic systems or both.
The Government fee for application for Hazardous Waste Authorization is generally NIL or Rs.10,000 and may depend on the State Pollution Control Board.
