CPCB Battery EPR Registration

Overview 

A Battery EPR Registration is required by the importers and manufacturers of lead acid batteries, lithium-ion & sodium-ion batteries. As per the Battery Waste Management Rules, 2022, the Battery EPR Registration is issued by the Central Pollution Control Board (CPCB) and is required for portable, EV battery, Automotive & industrial batteries. The Battery EPR Registration certifies that the importers & manufacturers of any type of batteries are ensuring that the batteries imported or manufactured by them are recycled in an environmentally safe manner, as and when these batteries achieve their end of life.

How to apply online for Battery EPR Regisration?

Step 1 – Applicability Evaluation
Assessment of the entity’s role (producer, importer, brand owner, recycler, or refurbisher) under the Battery Waste Management Rules.

Step 2 – Information & Data Collection
Compilation of company information, battery specifications, product categories, and annual quantity of batteries introduced into the market.

Step 3 – EPR Strategy Preparation
Development of a structured EPR plan outlining the collection mechanism, recycling strategy, and compliance approach.

Step 4 – Portal Registration
Creation of the applicant profile and submission of the registration request on the CPCB EPR Battery Portal.

Step 5 – Application Submission
Uploading of required documents, product details, and EPR plan on the portal for regulatory review.

Step 6 – Registration Approval
Upon successful verification, CPCB issues the Battery EPR Registration certificate.

Step 7 – Post-Registration Compliance

A Battery EPR Certificate is an official document enabling all to ensure that the batteries (Lead-acid/Li-ion) imported/manufactured by the EPR certificate holders, are being disposed off in an environmentally safe & secure manner. 

When the importers import a battery, whether lead-acid, li-ion or any other, whether rechargeable or not, or when a manufacturer manufactures a battery, all this data is fed into the CPCB Battery EPR system. The system calculates the recycling targets of all the battery EPR holders,  then EPR holders are then required to purchase these recyc;ing credits from the CPCB registered Battery Waste Recyclers.

The manufactures, importers, bulk users and the entities involved in recycling of used batteries are required to register for the CPCB Battery EPR Certificate.

All types of batteries, irrespective of their chemistry, materials used, shape & sizes, require a CPCB Battery EPR Certificate. 

The documents required for battery EPR certificate are:

1. Company Registration Certificate
2. Board Declaration for authorized person
3. GST certificate
4. Aadhar + PAN card of authorized person
5. IEC
6. Electricity bill
7. Rent agreement/proof of ownership of premises
8. Battery Details such as model no, type of battery etc

  • To submit an annual return of their sales and buy-backs to the State Pollution Board in Form 1 by December 31st of each year at the latest.
  • Through advertisements, publications, posters and other methods, public awareness should be created. 
  • Establishment of collection centres at various locations, either individually or jointly, to collect used batteries from consumers or dealers.
  • Manufacturers must file annual returns in Form 1 with the concerned State Pollution Control Board (SPCB), on or before the 30th day of June following the financial year to which the return relates.
  • It must be ensured that used batteries are only supplied to recyclers who have been approved for this.
  • Record the battery waste generated, handled and disposed of by the manufacturer in Form 6 and make it accessible for inspection by the concerned State Pollution Control Board (SPCB).
  • Used batteries collected must be ensured in accordance with the Schedule when new batteries are sold, with the exception of those sold to original equipment manufacturers and bulk consumers (s).

Battery EPR Registration / Batteries EPR Compliance from the concerned Pollution Control Board is required by any individual or a business entity that is involved in the manufacturing, importing or assembling of the batteries. This Battery EPR Authorisation is required for those who have the manufacturing or recycling facilities & the importers of Lead acid, li-ion batteries. 

Targets for Extended Producer Responsibility Authorization (EPRA)

During the first two years-

30% of the quantity of waste generation 

During the third and fourth years-

40% of the amount of waste generation 

During the fifth and Sixth years-

50% of the amount of waste generation 

Seventh year onwards-

70% of the amount of waste generation

Targets for Lead Acid Batteries

During the first two years - 90% of the quantity

During the third and fourth years- 100% of the quantity

The Government fee for Battery EPR annual Compliance is Rs.2,500 or as per the quantity of batteries in Metric Tonnes,  if the recycling target is allotted, then the credits are to be purchased from a CPCB registered Battery waste recycler. If an agency is hired for the Battery EPR annual compliance submission, it may charge you Rs.5,000 to Rs.10,000 for annual compliance filings for the Battery EPR Certificate.

The process of EPR Registration involves the following steps:
1.    Prepare the required documents such as business registration certificate, PAN card, waste management plan and other relevant documents. 
2.     Registration through the online portal of CPCB.
3.    Submit the application along with the required documents.
4.    Submission of the applicable government fee (CPCB Registration fee).
5.    The regulatory authority will review the application and approve it.
