Bio-Medical Waste Authorization Compliances
All persons or entities which generate, collect, receive, store, transport, treat, dispose of or handle bio medical waste in any form, including hospitals, nursing homes, clinics, dispensaries, veterinary institutions, animal houses, pathological laboratories, blood banks, ayush hospitals, clinical establishments and research or educational institutions, are subject to the Bio-Medical Waste Management Rules, 2016.
Every occupier is responsible for taking all necessary steps to ensure that bio-medical waste is managed safely and in compliance with these rules, without causing harm to human health or the environment and provide a safe, ventilated and secure location within the premises for the storage of segregated biomedical waste in coloured bags or containers in the manner specified in Schedule I, to ensure that no secondary handling, pilferage of recyclables or inadvertent scattering or spillage by animals occurs and the bio-medical waste from such location or premises shall be transferred directly, in accordance with these regulations, to a common bio-medical waste treatment facility or, as the case may be, for proper treatment and disposal in accordance with Schedule I.

How to submit Bio-Medical Waste Management Compliances
Portal Login: Visit your State Pollution Control Board (SPCB) website (e.g., DPCC for Delhi, MPCB for Maharashtra).
Profile Creation: Register your facility using its PAN, Aadhaar, and GST details to get a unique Industry ID.
2. Identify facility and applicability
Confirm the unit is a healthcare facility (clinic, nursing home, hospital, lab, blood bank, veterinary facility, etc.) or a CBMWTF handling any bio medical waste, so authorization under Rule 10 is mandatory irrespective of quantity.
3. Prepare documents and data
- Collect basic details: bed strength / patient load, services, location, consent to establish / operate (if applicable), and infrastructure for storage/handling/treatment of BMW.
- Arrange agreement with SPCB authorized Common Bio Medical Waste Treatment Facility (CBMWTF) or provide details of own treatment equipment (incinerator, autoclave, shredder etc.)
Once approved, the BMW Authorization Certificate is issued digitally.
- Bedded HCFs: Valid for a period synchronized with your Water/Air Consent (usually 5 years).
- Non-Bedded HCFs: Often granted as a "One-time" authorization unless there is a change in the scope of work.
After submission, an application number is generated and the Board initially scrutinizes the form and documents for completeness.
6. Annual Reporting
Submit annual report to SPCB/PCC
Deadline: Usually, 30th June every year
7. Accident and non compliance reporting
In case of accidents (spillage, fire, needle injury outbreaks, unauthorized dumping etc.), report to SPCB in the prescribed accident format (Form I) within the notified timeframe (often 24 hours), and implement corrective actions.
8. Annual and continuous compliance cycle
Day to day BMW management as per Rules
- Implement segregation, color coding, bar coding, safe storage, on site handling and timely handing over to CBMWTF strictly as per BMWM Rules 2016 and authorization conditions.
- Train staff, maintain warning signage and ensure operation/maintenance of any in house treatment equipment as per CPCB/SPCB guidelines.
