How to apply online for MPCB Registration

1.  Consent to Establish (CTE)
This is the "Building Permit." You must obtain this before starting any construction or installing machinery.
Purpose: To verify if the site is environmentally suitable and if the proposed pollution control plans (like ETP/STP) are adequate.
Validity: Usually, 5 years or until the project is completed.

2.  Application Review by MPPCB
The board officials examine the application and documents to verify whether the proposed activity complies with environmental norms and pollution control standards.

3.  Consent to Operate (CTO)
This is the "Operating License." You must apply for this after the plant is ready but before starting actual production.
Purpose: To confirm that all pollution control equipment is installed and functioning as per the CTE conditions.
Validity: Renewable periodically (Red: 5 years, Orange: 10 years, Green: 15 years).

4.  Post-Approval Compliance
Maintain records, install control equipment, submit emission reports, test via approved labs, and display consents on-site. Non-compliance risks fines (₹1-10 lakh), closure, or legal action.

5.  Installation of Pollution Control Measures
The applicant must install pollution control equipment and systems according to MPPCB guidelines during the setup phase.

While "XGN" is not an official, publicly known acronym, it functions as the name of the software platform developed for the MPPCB to manage and process various environmental clearances and compliance requirements digitally. XGN is the single point of contact for industries, institutions, and healthcare facilities in Madhya Pradesh to interact with the MPPCB regarding pollution control compliance.

The main functions of the Madhya Pradesh Pollution Control Board (MPPCB) revolve around the enforcement of environmental laws to maintain and enhance the quality of water, air, and soil across the state. Its core responsibilities can be grouped into three primary areas: Regulation, Monitoring, and Advisory.

1.  Consent and Authorization

New users fill out the registration form on the MPPCB's XGN portal to obtain a unique ID and password, enabling access to submit combined applications for water/air consents, hazardous waste authorization, biomedical waste, plastic waste, e-waste, or solid waste management. After login, applicants enter project details under relevant acts/rules, upload documents, and use the online fee calculator before submission. 1.  Consent to Establish (CTE) – Validity

•    CTE is generally valid for 1 to 5 years depending on:

•    Valid until the construction/installation of the unit is completed.
•    Must obtain CTO before starting operations.

2. Consent to Operate (CTO) – Validity

 For Red Category Industries
•    CTO validity: Up to 5 years
 For Orange Category Industries
•    CTO validity: Up to 10 years
 For Green Category Industries
•    CTO validity: Up to 15 years
 For White Category Industries
•    CTO is not required; only a self-certification/white category acknowledgment.
