As per Plastic Waste Management (PWM) Rule 4 (h), The manufacturers and sellers of compostable plastic carry bags are required to get a certificate from the Central Pollution Control Board (CPCB) before marketing or selling compostable plastic products.

As per the Plastic Waste Management Rule 4 (h), the carry bags made from compostable plastics need to conform to the Indian Standard: IS 17088:2008 titled Specifications for Compostable Plastics as revised from time to time.

Only the Central Institute of Petrochemicals Engineering and Technology (CIPET), a CPCB-approved government laboratory, currently has adequate testing facilities to meet IS 17088:2008 standards. 

  • The manufacturer/seller manufacturer shall generate QR code based on the information (name, plant address, CPCB certificate number, etc.) supplied in the CPCB certificate, and QR code shall be placed on each carry bag manufactured at the certified unit. Within one month of receiving this Certificate, the "verifiable" details of the QR code must be shared with the CPCB.
  • The manufacturer/seller is required to provide a six-monthly report detailing the manufacture and sale of compostable plastics and scanned copy of tax invoices 
  • The portal must be updated with half-yearly progress reports and QR codes.
     

Difference between Compostable and Biodegradable plastics

Biodegradable things are any materials that breakdown in the environment when exposed to microorganisms, whereas compostable goods are especially organic matter that decomposes, with the end product having numerous useful uses such as fertilising and increasing soil health. Compostable plastics are not biodegradable plastics.

Introduction

  • “Compostable plastic” as defined in Rule 3(e) of PWM Rules, means “plastic that undergoes degradation through organic approaches all through composting to yield CO2, water, inorganic compounds and biomass at a fee constant with different recognized compostable materials, aside from traditional petro- products primarily based on plastics and no longer generate visible, distinguishable or poisonous residue.”
  • According to Rule 4 (h) (Conditions) of the Plastic Waste Management (PWM)Rules, 2016, manufacturers or sellers of compostable plastic bags must file an application to obtain a certificate from the Central Pollution Control Board (CPCB).  After getting the certificate, manufacturer and seller are eligible for advertising or selling of compostable bags.
