The business entities engaged in the white category of business activities, as per Maharashtra Pollution Control Board Guidelines, are exempted from securing Consent to Establish (CTE) & Consent to Operate (CTO), from the Maharashtra Pollution Control Board. These entities on required to only submit a declaration.

The Maharashtra Pollution Control Board Certificate is issued from the Maharashtra Pollution Control Board (MPCB). It is an official document permitting the operational activities of an industrial unit, Healthcare Establishment, Hotel or restaurant, recycling businesses within the State of Maharashtra.

The MPCB CTE stands for “Maharashtra Pollution Control Board Consent to Establish" It is a document issued by the Maharashtra Pollution Control Board to indicate that the business entity to which this certificate is issued for a particular project, activity, or industrial unit, is in compliance with environmental norms and regulations of the Maharashtra Pollution Control Board.

The Maharashtra Pollution Control Board (MPCB) Consent to Operate (CTO) is issued after the CTE issuance and when the business entity is ready to be operational.

To obtain Maharashtra pollution control certificate, it is necessary to submit an application to the Maharashtra Pollution Control Board online portal, along with the required documents and fees. The board will subsequently evaluate the application, taking into consideration factors such as the industry's nature, potential environmental impact, and adherence to pollution control standards. Once satisfied, the MPCB issues CTE, CTO & various waste management authorizations.

The validity of red category certificate is five years, for orange is valid for ten years & Green category is for 15 years from the date of Certificate granted.

Introduction - Maharashtra Pollution Control Board

The Maharashtra Pollution Control Board (MPCB) is responsible for enforcing various environmental laws within the state of Maharashtra. Primarily, these include the Water (Prevention and Control of Pollution) Act, 1974, the Air (Prevention and Control of Pollution) Act, 1981, and specific provisions outlined in the Environmental (Protection) Act, 1986. Additionally, MPCB oversees the implementation of rules such as the Biomedical Waste (Management and Handling) Rules, 1998, Hazardous Waste (Management and Handling) Rules, 2000, Municipal Solid Waste Rules, 2000, among others. The board operates under the administrative authority of the Environment Department of the Government of Maharashtra.
