When an applicant registers at the Jammu & Kashmir Pollution Board online portal, he/she is issued a login Id and a password. The same can be used to access the online portal and track the applications.

Once the applicant files an online application to Pollution Board for a particular Registration / Authorization, his/her application is forwarded to the concerned Official. The concerned official reviews the application and may ask for additional documents to be submitted. Once that is done, the official is mandated to perform site inspection and cross check all the details submitted in the application.

Any business, be it micro, small, medium or large enterprise, is required to get pollution board Registration before the commencement of the business activity. The Jammu Kashmir Pollution Board may exempt some business activities in the white category businesses, from time to time, but even then an undertaking is required to be submitted online.

Once the Pollution Registration is issued, the applicant has to submit annual compliances, once in a year, to the State Pollution Control Board, showing that all the conditions mentioned in the certificate are being fulfilled. Also, the fitness reports of the pollution control equipment is to uploaded from time to time to ensure the smooth working of these pollution control devices.

The Punjab Pollution Control Registration (issued by the Punjab Pollution Control Board – PPCB) is required by all businesses, industries, and establishments that have the potential to discharge pollutants into air, water, or land or generate waste. It is mandatory under the Water Act, 1974; Air Act, 1981; and Environment Protection Act, 1986. Without this certificate, no industry or commercial activity can legally operate in Punjab.

1. Industries Based on Category

The PPCB classifies industries into Red, Orange, Green, and White categories based on their pollution potential:
Red Category (Highly Polluting) → Mandatory
     -   Cement plants, tanneries, pulp & paper mills, dyeing/bleaching units, electroplating, pesticides, pharmaceuticals, etc.
Orange Category (Moderately Polluting) → Mandatory
     -   Food processing units, hotels/restaurants, automobile servicing, textile units, surface coating, bakeries with ovens, etc.
Green Category (Low Polluting) → Mandatory
      -  Ice cream units, assembly units without painting/metal finishing, printing presses, mineral water plants, etc.
White Category (Non-Polluting) → Exempt from Consent, but an intimation/acknowledgment from PPCB is required.
       -  Software development, solar power projects, LED assembly, organic manure production, etc.

2. Hospitals & Healthcare Units

Hospitals, nursing homes, pathology labs, veterinary clinics, and blood banks must obtain Biomedical Waste Authorization from PPCB.

3. Commercial Establishments

Hotels, banquet halls, malls, restaurants, resorts, and large office complexes that generate waste, sewage, or emissions.

4. Waste Handling Units

Units dealing with Hazardous Waste, E-Waste, Plastic Waste, or Battery Waste require separate authorizations from PPCB.

5. Construction & Infrastructure Projects

Builders, developers, housing complexes, and infrastructure projects (like roads, bridges, and townships) need consent if they fall under environmental clearance norms.

Punjab CMC (Consent Management Cell)

The Consent Management Cell (CMC) is a specialized division within the Punjab Pollution Control Board (PPCB) that manages and monitors the grant, renewal, and compliance of consents issued through OCMMS.
•    To act as the administrative and technical backbone of the consent process.
•    To ensure that applications filed on OCMMS are properly scrutinized.
•    To carry out site inspections where necessary.
•    To issue or reject consent based on compliance with environmental laws.

No business activity can be performed in the residential area as per the Punjab Pollution Board notification. In the commercial areas, the white category of business can be set up along with the hotels, restaurants and healthcare establishments. In an Industrial area, the manufacturing business activities under green, amber & Red categories can only be performed.

The Pollution Registration issued by the Punjab Pollution Board is an address specific, if the address changes, then the applicant has to apply again to the Board for a Registration for the new address.

The Green category includes industries with a Pollution Index (PI) between 21 and 40. These businesses have a low pollution potential and a minimal environmental footprint. While they still need to obtain consents, the process and compliance requirements are less stringent.
•    Examples: Small-scale furniture manufacturing, electronics assembly, cotton spinning mills, and bakery units.

4.  White Category

The White category consists of businesses with a Pollution Index (PI) of 20 or below. These are considered "practically non-polluting" and are largely exempt from the need for a CTE and CTO. Instead, they only need to submit intimation to the HSPCB.

This application is for businesses that have already established their plant and are ready to start production. It focuses on demonstrating that the installed pollution control measures are working.
•    All documents previously submitted for CTE.
•    Proof of Compliance:
     --  Latest analysis reports of air emissions, effluent discharge, and noise levels from an HSPCB-recognized laboratory. These reports must not be more than three months old.
     -- A compliance report on the conditions specified in the previously granted Consent to Establish.
     --  An Environmental Statement in Form V for the preceding financial year.
•    Operational and Financial Details:
     --  A copy of the previous Consent to Establish (CTE).
     --  The latest balance sheet attested by a Chartered Accountant, reflecting the capital investment for the preceding year.
     --  Logbooks showing the operation of the ETP/STP/APCMs, including consumption of energy and chemicals.
