The validity of a Rajasthan Pollution Control Board (RSPCB) Registration depends on the type of registration and the category of the industry. The RSPCB classifies industries based on their Pollution Index (PI), which determines the potential for environmental impact.
There are two main types of Registrations:
1. Consent to Establish (CTE): This is required before the establishment of any industrial project.
-- Validity: The CTE is generally valid for a period of 3 to 5 years.
-- Extension: If the project is not completed within this period, the applicant can request an extension. The request for an extension should be submitted before the expiry of the certificate.
2. Consent to Operate (CTO): This is required before the commencement of operations after the industry has been established. The validity of a CTO is directly linked to the industry's category.
-- Red Category: Industries with a high pollution potential (PI > 60) are granted a CTO with a validity of 5 years.
-- Orange Category: Industries with a medium pollution potential (PI between 41 and 59) are granted a CTO with a validity of 10 years.
-- Green Category: Industries with a low pollution potential (PI between 21 and 40) are granted a CTO with a validity of 15 years.
-- White Category: Industries with a minimal pollution potential (PI < 20) are generally exempt from the consent mechanism and only need to notify the RSPCB.
Documents Required for CTE Application in Rajasthan
1. Application Form

8. Air Pollution Control Details

The Rajasthan Pollution Control Board (RSPCB) Registration is mandatory for any activity, industry, or facility in Rajasthan that has the potential to pollute air, water, or land or generates waste (solid, hazardous, biomedical, e-waste, plastic, etc.). This is a legal requirement under the Water (Prevention and Control of Pollution) Act, 1974, and the Air (Prevention and Control of Pollution) Act, 1981.
1. Industrial & Manufacturing Units
Any unit engaged in manufacturing, processing, or assembling needs RSPCB consent. Examples:
-- Large-scale industries: Cement plants, textile dyeing & printing, chemical, paper mills, tanneries, steel, sugar, pharmaceuticals.
-- Medium/small units: Food processing, packaging, paint, detergent, plastic manufacturing, electroplating.
-- Stone crushers, brick kilns, distilleries, foundries, workshops.
2. Healthcare Facilities
All facilities generating biomedical waste, such as:
-- Hospitals, nursing homes, clinics, veterinary hospitals.
-- Pathology labs, blood banks, diagnostic centers, dental clinics.
3. Hotels, Restaurants, and Resorts
-- Hotels, lodges, guest houses, banquet halls, resorts.
Needed because they generate sewage, solid waste, and sometimes hazardous waste.
The procedure for an online application for a Rajasthan Pollution Control Registration is a streamlined process primarily conducted through the state's online portals. The process is designed to be user-friendly, transparent, and efficient.
The entire process, from initial registration to the final certificate issuance, is managed online through the Raj Nivesh or Rajasthan Single Sign-On (SSO) portal.
Login and Registration
1. Access the Portal: Navigate to the official Raj Nivesh portal or the Rajasthan SSO portal.
2. Login: Use your existing Rajasthan SSO ID to log in.
3. New User Registration: If you are a new applicant, you will need to register your establishment or industrial unit through the portal. This is a one-time activity. The system will create a unique ID for your unit.
Select the Application Type
1. After logging in, go to the "Applications" or "Online Services" section.
2. From the list of services offered by the Rajasthan State Pollution Control Board, select the appropriate application type:
-- Consent to Establish (CTE): For new industries or projects before construction.
-- Consent to Operate (CTO): For established industries that are ready to commence operations or for renewal of an existing certificate.
-- You will also need to specify if the application is for the Water Act, Air Act, or both.
Upload Required Documents
The portal will provide a checklist of the documents you need to upload. All documents must be scanned and uploaded in the specified format (usually PDF). Common documents include:
-- Proof of land ownership or lease agreement.
-- Detailed Project Report (DPR).
-- Certificate of capital investment from a Chartered Accountant (CA).
-- Site and layout plans.
-- Copies of PAN and Aadhar Card of the proprietor/directors.
-- Environmental Clearance (EC), if applicable.
-- Consent fee receipt (after online payment).
Pay the Application Fee
-- The application fee is automatically calculated by the system based on your project's capital investment and industry category.
-- You can pay the fee online through the Rajasthan Payment Platform using various modes like net banking, debit/credit cards, or e-wallets.
-- An option for offline payment via bank challan is also available.
For the green and Orange categories, the Government fee depends on a letter issued by the Chartered Accountant, stating the total project cost of the business, and the cost incurred in setting up a business enterprise. The laboratory testing fee ranges between Rs.5,000 to Rs.10,000 for Boiler, Oil and Grease Trap, Effluent Treatment Plant (ETP) or Sewage Treatment Plant (STP).

The Uttar Pradesh Pollution Control Board (UPPCB) categorizes industrial units based on their Pollution Index (PI), which is a score that reflects their potential to cause pollution. This classification system, harmonized with the Central Pollution Control Board (CPCB), helps the UPPCB regulate industries, determine the validity of their consent certificates, and prioritize inspections. Uttar Pradesh Industrial units are categorized by the Uttar Pradesh Pollution board (UPPCB) based on their pollution potential into the following main categories:
• Red Category- These are the highest polluting industries units in this category are subject to inspection at least once every 5 years to insure compliance with pollution norms
• Orange Category- Industries with a pollution index score between 41 and 59 falls in this category
• Green Category-These industries have a relatively low pollution potential index (PI)between 21 and 40 while they are less polluting industry, they still need to adhere to environmental norms
• White Category- This Category was introduced for industries that are considered practically non-polluting within a pollution index (PI) of 20 or less. These industries do not require a Consent to Established (CTE) or Consent to Operate (CTO)

The documents required for CTE (Consent to Establish) application generally include a mix of proofs of possession, project and process details technical plans and compliance certificates as outlined by multiple State Pollution Control Boards in India.

The CTE registration is for one year or for completion of work, whichever is earlier are issued by Uttar Pradesh Pollution Control Board (UPPCB). From UPPCB, the extension can also be availed for valid reasons.
The validity of Consent to Operate (CTO) from the Uttar Pradesh Pollution Control Board (UPPCB) depends entirely on the category of the industry. The Validity of Consent to Operate (CTO) in Uttar Pradesh depends on the Category of the Industry:
• Red Category industries ,the CTO is valid for 5 years
• Orange Category industries, the CTO is valid 10 years
• Green Category industries, the CTO is valid for 15 years
• White Category industries do not require a CTO
Factories must apply for renewal before the expiry of their registration to ensure continuous legal operation.

The procedure for online application for the Uttar Pradesh Pollution Control Registration (CTE/CTO) involves several specific steps on the official portals such as Nivesh Mitra and the OCMMS portal.
• Register as a new user with personal industry and contact information to generate login Credentials.
• Log in using your registered credentials and fill out the common Application form for the chosen unit.
• Upload or submit all requisite supporting documents, including cover letter, site plan, Land use certificate, project report, water/air pollution management scheme and other documents per the category.
• Pay the prescribed application fee online using the portal’s payment gateway.
• Categorization: Determine your industry Category (Red, Orange, Green or White) based on its pollution index.
• Documentation: Gather all the necessary documents such as proof of business registration land documents a detailed project report, Layout plans and proposals for pollution control measures (ETP/STP) APC devices).
The cost of obtaining a Pollution Control Registration from the Uttar Pradesh Pollution Control Board (UPPCB) is not a fixed amount. The Pollution Control Registration (Consent to Established-CTE/Consent to Operate-CTO) from the Uttar Pradesh Pollution Control Board (UPPCB) varies depending on factors such as the capital investment in the project.
• Fees are categorized based on the Capital investment in land, building, plant &machinery.
• For smaller projects (up to Rs.5 lakh capital investment) the fees are relatively low starting around Rs.100 to Rs.500 for CTE and Rs.200 to Rs.1000 for CTO.
• Industries are categorized by pollution potential White no Fees, no consent required) Green, Orange and Red Categories with Red industries facing the highest fees.
• The authorization fee typically covers a validity period ranging between 5 to 10 years depending on the industry Category.
• The applicant must also budget for fees related to inspection document processing and any penalties imposed.
- Waste arising from a factory/manufacturing process in the form of effluents and emissions and containing physical, chemical, biological, reactive, toxic, flammable, explosive and corrosive materials which could cause danger or likely to cause danger to health or environment, is called as hazardous waste. Any individual or a business entity engaged in the Generation, Collection, Storage, Transportation, Reception, Reuse, Recycling, Recovery, Pre-processing, Co-processing, Utilizations, Treatment, Disposal and Incineration of Hazardous materials is required to apply for an Authorization certificate from the respective State Pollution Board or Pollution Control Committee.

H1 Explosive
An explosive substance is a waste, whether solid or liquid and is likely to produce gas by any chemical reaction generating temperature and pressure which may be harmful for the individuals or environment .
H 3 Flammable liquids
Flammable liquids are liquids, or mixtures of liquids, such as paints, varnishes, lacquers, which produce a flammable vapor at temperatures of 60º C.
H 4.1 Flammable solids
Solids, or waste solids, other than those classed as explosives, which may be readily combustible, or may cause fire through friction, during its transportation.
H 4.2 Substances or wastes liable to spontaneous combustion
Substances or wastes which are known for spontaneous heating even at room temperature during the transport, or for heating by coming in contact with air resulting in fire.
H 4.3 Substances or wastes which, in contact with water emit flammable gases
Substances or wastes which, may become spontaneously flammable or produce flammable gases in dangerous quantities.
H 5.1 Oxidizing
Substances or wastes which are not combustible themselves but may contribute to the combustion or other materials by yielding oxygen.
H 5.2 Organic Peroxides
Organic substances or wastes which contain the bivalent-o-o-structure are thermally unstable substances which may undergo exothermic self-accelerating decomposition.
H 6.1 Poisons
Substances or wastes which may cause death or serious injury or harm the human health if swallowed or inhaled or by skin contact.
H 6.2 Infectious substances
Substances or wastes containing viable micro-organisms or their toxins which are known or suspected to cause disease in animals or humans.
H 8 Corrosives
Substances or wastes which, by chemical action, will cause severe damage when in contact with living tissue, or, in the case of leakage, will materially damage, or even destroy, other goods or the means of transport; they may also cause other hazards.
H 10 Liberation of toxic gases in contact with air or water
Substances or wastes which, by interaction with air or water, are liable to give off toxic gases in dangerous quantities.
H 11 Toxic (delayed or chronic)
Substances or wastes which, if they are inhaled or ingested or if they penetrate the skin, may involve delayed or chronic effects, including carcinogenicity).
H 12 Eco-toxic
Substances or wastes which if released, present or may present immediate or delayed adverse impacts to the environment by means of bioaccumulation or toxic effects upon biotic systems or both.
The Government fee for application for Hazardous Waste Authorization is generally NIL or Rs.10,000 and may depend on the State Pollution Control Board. If an agency is hired for the same, it may charge you. Metacorp charges Rs.10,000 as consulting fee for the end to end delivery of Hazardous Waste Authorization.
The Central Ground Water Authority (CGWA) is a statutory body established by the Government of India under the Environment (Protection) Act, 1986. Its primary objective is to regulate, control, and manage the country's vast groundwater resources to ensure their sustainable use and prevent over-exploitation.
The CGWA was constituted in response to a directive from the Supreme Court of India to address the critical issue of groundwater depletion and contamination. It operates under the Ministry of Jal Shakti.
Key Functions and Responsibilities of the CGWA:
• Regulation and Control: The most important function of the CGWA is to regulate groundwater extraction, especially in areas that are over-exploited or designated as critical. It issues No Objection Certificates (NOCs) for groundwater withdrawal to industries, infrastructure projects, mining operations, and other entities to ensure that extraction is within sustainable limits.
• Enforcement: The authority has the power to take legal action against individuals and organizations that violate groundwater regulations. This includes imposing fines and shutting down illegal bore wells.
• Assessment and Monitoring: The CGWA works closely with the Central Ground Water Board (CGWB) to conduct hydrogeological surveys, monitor groundwater levels and quality through a network of observation wells, and assess the status of aquifers across the country.
• Promotion & Conservation: The CGWA actively promotes water conservation practices such as rainwater harvesting and artificial recharge of groundwater. It often makes these practices a mandatory condition for granting an NOC.
• Policy Formulation: It provides technical and policy-level advice to the central and state governments on issues related to groundwater management. This includes developing guidelines and strategies for sustainable use.
